From the "Dying Worlds" video, they said that in the Dregs, even your guild can't protect you. Could just be a random comment, or there could be more to it where certain mechanics don't exist.
Such as having no respawn point in or near a guild controlled area. When you die, The Hunger flings your somewhere random and you have to fight/find your way back.
I'm assuming there are some yet to be revealed (or finalized) mechanics that will make it clear. If not, then it could simply be Dregs have the greatest risk vs reward rulesets. But if that is the case, the Shadow seems sort of pointless and just make more variations of the Dregs, but I'm sure ACE will shed some light eventually.
