only a minority of customers likely will take advantage of the cross-Atlantic play

I agree cross-Atlantic play will be very sparse in term of CW population.
But IMHO all customers will benefit of a wider range of players to attract on their EK
Just my two cents.

Catelyn: War will make them old, as it did us. I pity them.
Mathis: Why? Look at them. They're young and strong, full of life and laughter. And lust, aye, more lust than they know what to do with. There will be many a bastard bred this night, I promise you. Why pity?
Catelyn: Because it will not last. Because they are the knights of summer, and winter is coming.

A Clash of Kings, Chapter 22, Catelyn II.

It is normal and reasonable for a distributor/publisher to get exclusive rights to specific territories for games.

Agreed, just wanted to be extra sure (due to the Travian-case mostly).

Apologies if this was addressed at some point in the last couple years, but will I have any non-laggy options in Japan?  Or will I have to join NA servers?

Yeah, I do hate water.  we have some generating in some of the parcels -- it's just not working great, because we haven't spent any real time on it.   Flowing water, in particular, is annoying, because it causes issues at parcel boundaries (which is why the "riverlands" tile set is currently dry.)

I'm sure we'll have to make it better eventually.  just not high on my list.

Problems with water? Seal the boundaries with this stuff  61-YsBHhp8L._SL1417_.jpg  and the rivers will stay flooded forever!
