Improvement to the camp/capture system

About the best they could do is make a larger fort parcel and tie camps on THAT fort parcel to THAT fort. 


I have been told that there is a current technical limit of one "owned" object (camp/tower/fort) per parcel.  That's why we don't see guard towers very close to the keeps for example.
