How do you enter cursor Mode, to see the tooltips on Right

As Title says, how do you enter cursor mode, Alt key does nothing for me, only time I get cursor mode is when pressing ESC then the main Inventory window comes up on the right side and I cannot move it so find out the tooltips for the harvesting pips action underneath it.

I press i to open my inventory, and then move my mouse to hover the buffs. If you are interested in the harvesting pip tooltip, open your skills menu (k i think?) and you can hover the harvesting skill and it explains it all there.
